There are pre-built packages such as http://www.apachefriends.org/en/xampp-windows.html that you could use (although xampp has way too much stuff in it). An alternative mechanism I would suggest is to make a virtual machine using VMWare and then people can use it via the free VMWare Player. That way it is a simple black box and you don't have to worry about other stuff on the machine hurting your software.
