Correct. It must be present in order to compile wrappers. | ... which most wrapper users never do. I am not talking about the users of wrappers, but rather the people who compile them (which some users may need to do, but I'd expect most don't). Using the example of the change in 3.3.9, you will get compile or link errors because the wrapper doesn't know what functions are present or not. The corresponding functions in the wrapper need to be ifdef'ed out to match the SQLite library.
