Of course, if such a facility existed it would be exploited by viruses to keep the antivirus forces at bay. Quite a conundrum. This kind of thing isn't just a database problem. All kinds of routine operations can fail unexpectedly valid but very temporary reasons, and the OS solution is to throw the crap back to every single application to handle.
