I would echo the urge from others to buy this solution from Dr. Hipp, 
the creator of SQLite.  He deserves the support.

However, my company has a solution to sell that does not offer strong 
encryption, but does provide quite a bit of obfuscation.  The one 
advantage of buying my solution over that of Dr. Hipp is that it offers 
a slowdown of only 6% (in my tests) over "raw" SQLite.  Your Mileage May 
Vary.  Dr. Hipp states on his website that "when encryption is enabled, 
there can be about a 50% performance loss."
