Ummm ... you do it in a case-agnostic language-agnostic fashion with fuzzy matching. You end up looking for "eric" in "munchen" or "muenchen". Munich is another story ... For cities sufficiently well known abroad that are spelled totally differently from the normal "romanisation" you need alias tables e.g. you can derive "moskva" by transliteration from the Cyrillic but "moscow" needs a look-up.
