Would the diff have to do more than compare (in some nice graphical way) the
two sqlite_master tables?

Ah, yes, something along the lines of Oracle's
DBMS_METADATA_DIFF.COMPARE_ALTER [1] would be handy.

Alternatively, what about a simple DIFF(1) between the DDLs?
