The setup packages available from here:
http://system.data.sqlite.org/index.html/doc/trunk/www/downloads.wiki
are suppose to check if the MSVC runtimes are installed or not and install
them.  It's the main reason the packages are as large as they are.
How did you install the SDS DLLs?
