There is no evidence that Python is any way relevant to this issue and the OP appears to have gone silent. I expect the actual cause is how SQLite was compiled. Both Python wrappers include the amalgamation statically within the extension (ie there is no DLL or dynamic linking involved) on Windows. Edzard also showed how much faster my wrapper is that the standard Python one.
