The complete source code for the core ADO.NET provider (System.Data.SQLite.dll) is contained in that archive, including all the necessary native code. The legacy installer for the Visual Studio designer components has been rewritten and is also available in that archive; however, it has not received enough testing yet to merit including it in the official binary packages. If you would like to volunteer to help test it, that would be great.
