[sqlite] order by not working in combination with random()

I just saw this commit http://www.sqlite.org/src/info/c2f3bbad77850468 and
the same principle probably should apply to the where clause ?  

SELECT rr FROM myView WHERE rr < 30 ORDER BY rr;
