Yes, there a several things that could be done, given statistics on number of downloads.
A simple fix could be to reverse the order of the .net framework versions listed, so list 4,5,1 at the top and 2,0 at the bottom. And then Group all downloads for a Framework version together, instead of having 3 sections per Framework version. And indicate/promote/highlight the most useful.
