The "bug" is intended behaviour, according to the maintainer (http://www.sqlite.org/cvstrac/tktview?tn=2461,36), and trying again with SQLiteJDBC and a UTF-16 encoded DB I can now retrieve the BLOB correctly, though I (think I) have tested the misbehaviour intenesely before and didn't change anything on the relevant code since then... :-(
