I'd default it to None and only supply it if there was really a Town. 

Anyway, it should work -- from memory -- since it just requires a value if you
set "notNone=True" for the column.  But if you don't provide a default value
you have to set the attribute explicitly to None when instantiating your class
(aka inserting data).
