This is a Free Software project. It's been founded by Ian Bicking[1], and is community-driven. I am the current... well, not exactly lead developer, better to say maintainer. Ian has left the project and is now working AFAIK on OLPC. Our company uses SQLObject in at least three successful commercial projects. There is a number of developers in the community, some have commit access to the Subversion repository, some send patches to the mailing list or the SF tracker, where developers with commit access pick them up, apply, test (there is extensive collections of unit test), document (to some degree) and commit.
