Out of 2500+ albums, I have two (both live shows downloaded years ago
from the early days of emusic.com) that use 48.

No. Here's one, for example:

ROK Classic Radio

32kbps 16 bit 22.5KHz

And a few other stations I listen to stream mp3 with non-standard sample
rates.
