I unticked Spotify. I installed 7.9 and I have exactly the same problem.
I guess that your problem has absolutely nothing to do with plugins, but with the fact that LMS is somehow restarted in a different way than when you first run it (after installation?). After installation (or whenever it is working as expected), please check the Windows task manager to see who owns SqueezeSvr.exe. Then compare to what you see when it's no longer working (after a restart). I wouldn't be surprised if these were two different users.
