You can alter the lms service to only startup when the NAS is
accesible.
Worst Case - you shut the NAS down without stopping lms Service.

You can alter library.db to read only.
Worst Case - you need some script to enabling write permissions
otherwise you cant add new tracks.

So my Idea would be add some script run that via crontab and check for
the NAS and kill lms or make the library.db read only if NAS == Off and
RW if NAS == ON.
