I started seeing the same issue a while back. The tray tool appears in
the startup folder, but it doesn't get executed. Don't know if it is a
change in LMS or in Windows 10.

I addressed the issue by using the Windows Task Scheduler to add a task
that runs the tray tool at logon (since I run LMS as an administrator, I
enabled the "run with highest privileges" option). That works reliably.
