Sheesh -- Well I don't know exactly what I did to fix it, but it seems to be fixed now.
One of the last changes I made was to go into the Prevent System Standby plugin and set the "Allow Standby" time to 5 minutes. Then I went into the Windows Control Panel -> Power -> Balanced plan settings, and set the computer to go to sleep after 10 minutes. For whatever reason, that combination of parameters might have fixed the problem. 'FREE RADICAL RADIO!'
