Just running the slimserver\slimserver.pl as-is failed as well, and I
was admonished to use an older version of ActivePerl (5.14) than what
I'm using (5.24.1).

Yes, that is crucial, as we don't have binaries for newer Perl versions on Windows. PM me if you can't find an installer for 5.14.

Once you've got 5.14 installed, you don't need to build anything. Just run slimserver.pl from the checkout using perl. No need to compile.

What are you trying to work on? Core code? Otherwise you could just stick with the "compiled" bundle and add eg. your plugins to the Plugins folder. It would be picked up automatically.
