I think that's just a backup, it might be even created by a plugin (for the current playlist). The relevant data structure is the database entry.
For stored playlists the master data is in the playlist and I think the server reads it back. Might be wrong, but I think that's what's happening. The reason is that the playlist might have been changed externally (e.g, manually) in between. I don't think all this stuff is optimized in LMS for the kind of huge playlists you are creating.
