This is not an error at all and there's no need to reinstall LMS because of this. It's just a warning that the current user role you're working with has insufficient privileges to start/stop LMS. If you want to start/stop LMs, simply do what the messsage displayed in red tells you. Or use the menu item of the LMS (7.9) tray icon to do exactly this: Open LMS Control Panel as Administrator. And, btw, typically LMS should run even if no user is logged in.
