This is not an error at all and there's no need to reinstall LMS because
of this. It's just a warning that the current user role you're working
with has insufficient privileges to start/stop LMS.

If you want to start/stop LMs, simply do what the messsage displayed in
red tells you. Or use the menu item of the LMS (7.9) tray icon to do
exactly this: Open LMS Control Panel as Administrator.

And, btw, typically LMS should run even if no user is logged in. So you
might want to change the startup mode from 'automatically run at login'
to 'automatically run at system start'.
