There are other older posts about missing 3rd party plugins that refer to an 'extension downloader' plugin (see http://forums.slimdevices.com/showthread.php?99182-Third-Party-Plugins-Unaccessable&p=752486&viewfull=1#post752486) . This plugin doesn't seem to be present in LMS 7.9.0. I wonder if you have upgraded from an older version of LMS and this extension was somehow disabled and has stayed that way. I'd certainly delete the cache.db file, and try reinstalling LMS to see if the 3rd party plugins re-appear.

LMS plugin UPnP/DLNA Bridge to MF M1 CLiC (to A308CR amp & ESLs) & Marantz CR603 UPnP renderers. Alternatively Minimserver & Upplay to same & to upmpdcli/mpd PC renderers. Squeezelite to Meridian USB Explorer DAC to PC speakers/headphones.
