With BBCiPlayer I've seen strange CPU behaviour when transcoding on a
high spec WIndows 10 system but OP says they have tested with MP3 and no
trasncoding and same problem.

Use Task Manager (not sure about Win10) or MS Process Explorer and look
at the CPU cores when loaded. 
Is the load spread amongst the cores or does one core have high usage
and other low ?  
What is exe is running on the CPU core(s) with highest usage - I suspect
one core is at 80%. 

If the exe is LMS then there may something strange with the event loop.
