Maybe try a fresh download of the file.

I have LMS on a windows 8.1 laptop.

I checked the version

> Logitech Media Server Version: 7.9.1 - 1501791870 @ Thu Aug 3 20:33:53
> CUT 2017  previous

and whilst the LMS was still open, downloaded, and installed (right
click, run as admin)

> Logitech Media Server Version: 7.9.1 - 1502118993 @ Mon Aug 7 15:26:28
> CUT 2017

IT installed over the top without a problem.

If your problem persist, may try *-_complete_-* un-install before
install.
