Not 100% certain of this but I think it requires TLS and does not have SSLv3/SSLv2 so if LMS only does SSL then it could explain it.
I think the reason why it did work on Windows 7, but didn't on W10 actually has nothing to do with Windows itself. On 7 I was running from the source, with an updated Perl, whereas on W10 I was running the nightly build. The build host had a really old IO::Socket::SSL module. I'm in the process of updating it, which hopefully will fix this issue, too.
