Both of these responses are equivalent to "LMS should not behave in this
manner", however, LMS is still behaving as I stated earlier.

Look I'm not trying to start a flame war or cause trouble but as I
stated every time I request to get this issue resolved a few exchanges
similar to the ones on this thread occur, nothing changes and LMS still
has the DST rescan issue.

So could everyone please just stop telling me that the DST rescan issue
should not happen and/or that the DST rescan issue has been resolved.
This time would someone be so kind as to fix the DST rescan issue.
