Any file/folders beginning pdk in the local Temp are temporary. I would suggest stop LMS and Control panel. Delete all files/folders beginning pdk in the Temp directory and then try to restart Control panel and LMS.
In the past we've had issues with antivirus programs blocking those files. What AV product are you using? Maybe it has some status feature where it would list such incidents?
