For MP3 streams - these should be played natively by a player so LMS has
nothing to do with decoding sample rate. MP3 stream are made up of a
series of frames - each frame has a header which details stream format:
the bit rate, channel etc.

BBC HLS/DASH stream are AAC but again there are headers in the frames
whihc are sent frequently.  BBC AAC stream are all 48kHz.  BBC MP3
streasm (not DASH) are 44.1kHz.

AFAICT Both logs show the streams being played natively by the player. 
So I think the problemis in the player.  Need logs from the player.

Ignore the alarm issues for now - that is probably system startup or
network congestion (e.g. lots of people waking up to an alarm at 7.00am
)
