Ok, based on the hunch indicated above I did some digging.

It turns out that two albums I ripped and imported to my media library
recently contained "supra-Latin1" characters (that is charcodes > 255)-

Having fixed the pathnames manually, I now have 244 albums with 3399
songs by 364 artists in the library, and the scanner completes in a few
seconds.

I'm going to see what I can do with the client (MediaMonkey)
auto-organise feature to avoid hitting this again, but-

  
- Ideally- LMS would handle Unicode in pathnames and tags fully
- Next best- Strip out Unicode characters from pathnames and tags and
  index the file under the plain ASCII text
- Worst case- Skip the "bad" file, but keep scanning, and put
  something helpful (like the file path) in the logs
