I haven't investigated but some things that you could look at perhaps ...
- do you have other playlists? - what are the timestamps on the playlists? If you have no others and they are old ... then perhaps LMS scanner always drops all playlists to force them to be rescanned perhaps to get around some long forgotten issue.
