I think the issue is not "aac" stream but "hls" streams - as HLS can transport AAC or MP3. Doing some general searches(e.g. Rock, Jazz) - the Tune-in search without "formats=" returned mainly MP3 but at least on WMA stream. Given that not many people have complained about this issue - I see no point in spending effort fixing it especially as there is a workaround (Radio/Search) which in fact is easier to use. Besides "hls" the formats tweak was initially implemented for AlienBBC and allows "rtsp" format.
