You shouldn't need to start LMS via your desktop shortcut. LMS is
running already as shown in the status message in your screenshot (and
as the "Abort scan" button indicates, it was scanning your library for
new and changed files).

You have chosen the startup option "Automatically run at login" so LMS
will start when you're logging in to your computer. Usually it's
recommended  to choose the startup option "Automatically run at system
start" so LMS is running even if you're not logged in.

As the message in red indicates, you didn't open the LMS control panel
with admin rights. This applies to LMS startup options "Automatically
run at login" or "Automatically run at system start" where admin rights
are required to start & stop LMS.

To start the LMS control panel with admin rights either follow the
instructions given in this message or click on the LMS icon in the
system tray and select "Open Control Panel as Administrator".
