Synology do not include LAME in their LMS package citing licensing issues. However, as part of pinkdots re-compile and clean up he includes LAME.
Check if theres a newer build from pinkdot as it will likely be included. If not then ask in his Synology thread and Im pretty sure hell compile a new one including it.
