And all of a sudden, all is well.  The one additional thing I did was
update my test platform LMS to the newest version:

Now one might think that this made the difference, and maybe it did,
_but_ I first discovered the problem on my primary system, which already
had the newest version of LMS.

Having spent far too much time on this, I am going to categorize it as
"one of those things" and move ahead.
