Attached is network.httpd in debug mode. There appears to be no errors
here (and is identical with 7.9.3). So my uneducated guess is that
something else is going on.

In particular make sure you catch that error you've reported _after_
enabling logging for network.httpd.
And can you tell me when this happens?
