Most likely is that the developer of that plugin specified a maximum version of 7.x for the plugin. If that is the case then it is likely that a small edit to its repository file and the install file in the zip to change it from 7.x to 8.* will make it work. If the developer is still around then you could ask for it to be done. If the developer is not around then there are ways to do it yourself - but chase the developer first then everyone who might want to use it will benefit.
