A full LMS rescan on Ubuntu 18.04 has never worked on my machine either. There are few threads of this subject on this forum without a solution. I think it is a bug. When you have a 'hanging' full rescan you must kill all LMS processes manually behore restarting LMS. Aborting via the webgui of LMS doesn't work. My workaround for rescanning is choose the 'look for new and changed media files'.
