I obviously did not explain this well the first time, so trying again.

Background: I have a relatively large music collection (75102 tracks),
tagged with very broad genre descriptions (i.e.: "Jazz," "Country,"
"Folk," etc.). There are some  tracks in each genre that I may choose to
play occasionally, but I do not want them included in random mixes. For
that reason, I have added another genre tag to those files: "Surplus."
Multiple genre tags are separated by double backslashes ( \\ ), and
that's the designated separator in the "My Music" tab under Settings.
When I use Erland's Dynamic Playlists plugin, it's easy to exclude files
tagged "Surplus" from the playlists that plugin generates.

Unfortunately, the Dynamic Playlists plugin does not seem to work with
Online Music Library Integration. So I have attempted to switch to the
built-in Random Mix plugin, using Library Views to exclude the unwanted
tracks. That's where my problem begins.

Since there's been confusion about this in the past, I want to be clear
that I'm using the Advance Search option, which is available here:

If I search for all files tagged with the Surplus genre, I get a list of
790 files. Of course, what I want is the opposite: all files NOT tagged
Surplus. So I've used the "not in text search" option and specified
Surplus, like so:

My expectation is that this would give me a list of 75102 - 790 = 74312
files. Instead, the result of the search is a list of 74661 files. I
have saved that list as a library view and then used that library view.
When I search within that library view for files with the genre tag
"Surplus," I get the same list of 790 files that I got when searching
the entire library. So, although something seems to have been excluded
by the search, it must have been something I did not intend to exclude,
while everything I wanted to exclude is still included!

The most obvious explanation would be that I do not understand what the
"not in text search" is supposed to do. If that's the issue, I hope
someone will be willing to explain it to me. But if that's not the
problem, it appears to me that something is not working as it should.

Incidentally, I am using LMS 8 on Linux X86_64. I have also tested this
on an older version (7.9.1, I think) with the same results.
