I have always used piCoreplayer as my OS of choice for raspberry Pi
devices, whether or not they run LMS. I have no experience with Buster,
and I haven't heard of Rhasspy.

However, the first things I'd check are whether you have more than one
LMS running on your network (maybe your missing Pi is attached to
another LMS), and that all the Pi devices are on the same network.
Alternatively, maybe your missing Pi is connected to mySqueezebox.com?
