Sorry I forgot the "?" - high CPU could be because database is being
rebuilt by LMS.

You can delete LMS Cache completely but that may be excessive as it
includes installed plugins.  I often delete cache.db, server and scanner
logs and Templates directory - because for development it helps to give
consistent results.
Unless corrupted, a large cache is unlikely to cause high CPU but may
slow rest of system down.

After LMS starts and CPU  is high - check whether LMS is building
database - look at WebUI Settings/Information to see if "Scanning view
progress" button is showing or it has finished with "View previous scan
details". A plugin such as "Music & Artist Information" might result in
database rebuild taking longer than expected as it is internet
dependent.

Post server.log file - sometimes what is missing can be indication of a
problem.

After that there are other troubleshooting option such as LMS startup
without plugins "--failsafe".
