I lied above, slightly, not realizing it. Step 4 - I don't directly the control panel launch as I mentioned, I use Alfred (Cmd-Space, "lms"). You can get the same result using Spotlight.
That's really odd. I can't get it to show in dark mode. No matter what. And trust me when I say I've opened it up dozens if not hundreds of times in macOS set to dark mode...
(last night I was about to order an M1 based Mini... but the configuration I want seems to be hard to get...)
