I don't follow what you're are trying to achirve. You initially complained about icon and now you're altering the URL for a locally based OPML.
It is not clear whether you are checking in browser or UI. I have found that when dealing with URLs - caches in LMS, browser and UI can result in strange results. So between tests, I stop LMS, delete LMS caches, clear browser caches, start LMS and then do a test.
