"Connect Timeout " is the classic symptom of this problem where a connection can only be made using https of a specific quality (or after redirect) but the LMS 7.9.4 is not capable making the https connection. LMS 8.* is an upgrade to 7.9 - th emnain feature of integration of online service siuch as Spotify but also big changes to https support as https has in the last 9 months become de-facto standard and many station are not allowing plain http connection anymore. Also many LMS plugin resporisotries now require https to install the plugin.
