Please get rid of an existing cache folder and try again.
I wonder whether your system is "borked" due to too many attempts to fix this issue. Multiple perl versions (you mentioned using perlbrew), packages installed using apt vs. using cpanm vs. installed by LMS etc. Could there even be some left-overs from an earlier OS version? Is there any chance you could start over cleanly? I still believe that LMS installed using the arm.deb should "just work" on your platform.
