Thanks for the suggestions. First go was turning the logging on to
info. I ran 3 alarms, 2 of them seemed to turn the volume down
appropriately (from whatever to 19), one did not, even though the logs
said it did.
You can see in the log for the final alarm (which did not turn the
volume down) the line where it says it is:
