One has to give perl, perl5.18, and bash full disk access.

To do this, open the "security and privacy" system preferences pane,
then click on "Privacy" at the top, then chose "Full Disk Access" on the
menu on the left.  Unlock the pane to make changes.

Now you can drag the three relevant files into the pane, i.e. click and
drag as if you were just moving a file.  Where are the files?  bash is
in /bin and the two perl files are in /usr/bin.   To open these folders
in the finder,  chose the item "go to folder" in the "go" menu in the
finder and type in the path /bin or /usr/bin in the window that opens.
