I'm not sure the OP is really taking the time to understand and try the advice he is given. Regardless, I read back through and @Gordonb3's post #19, second paragraph, could possibly be what is going on, why the OP feels files are missing, needed files are being removed.
It might be worth a try to completely uninstall any instances of LMS, even with an uninstall sw (like Revo?), reboot, reboot again :), get a new download (download again) of 8.2 and go from there. Also, not being on windows anymore, is the 32bit/64bit thing relevant?
