FOUND THE ISSUE: I was still logged into LMS on the old computer I was transferring everything over from - as soon as I logged out of that - and switched off "automatically run at login" - everything worked fine on the new computer. Incredible how much time you can spend trying to figure out an issue like this - thanks for the help Paul Webster.
