Haha... I did indeed turn off a few plugins by default in 8.3. But I still think it's better if the user who cares can disable stuff he doesn't want, rather than have the beginner try to figure out which plugin he wants.
If you want to disable some default plugins, and you're working on your own fork anyway, you could simply change the "defaultState" in the corresponding install.xml file.
